The Medicaid Community
Mental Health Program

 The Medicaid Community Mental Health Services Program in the State of Illinois is defined and described by Title 59 of the Illinois Administrative Code, Part 132 (referred to as "Part 132"). It was first adopted in the state of Illinois by the Department of Mental Health and Developmental Disabilities (DMHDD) in 1991, and IDCFS soon followed suit to allow the use of the Medicaid program with IDCFS providers.

During the 1990's, many child welfare and mental health providers contracting with IDCFS had changes made to their contracts to allow for the provision of Medicaid services. The intent behind this change was to provide a mechanism for increasing the availability and intensity of mental health services available to wards of the State of Illinois. Since the Rule's implementation, IPI has worked with the Department regarding the certification of, as well as to provide certification assistance, monitoring and technical assistance to child welfare and mental health service providers who participate in the Medicaid Program in Illinois.
